Competition entry, 2018. Architectural strategies for post-earthquake disaster mitigation in Tehran.

Smart Citizen proposes a community-based design process for a mitigation plan covering the first weeks after an earthquake in Tehran, Iran. Because the problem is social, the focus is on a physical and virtual framework for individual and family participation in disaster mitigation.

The process starts with a mobile application that informs citizens and encourages them to prepare for an earthquake within a social, urban and architectural framework. Actions are defined for the individual, the family, the neighborhood and the city.

Each member learns the steps for planning, making living spaces earthquake-proof and building an emergency kit and shelter.

By joining community groups through the application, members take part in discussion and build a network for collective preparation. At the city level, safe zones are identified in each neighborhood, with a community and gathering center in each, where people can meet, discuss, learn and plan.

Through the online application and on-site, the center offers memberships to volunteers in planning, education, safety kits, health, shelter, counseling, rescue and general information. In an earthquake, the volunteers will be prepared to help their community through its survival challenges.
